Antique Car Insurance Question?

It is illegal in MA to have no motor insurance. My car can be taken by me off the trail nonetheless it costs $120 to acquire fresh plates. Does USAA have an alternative for  insurance  cheaper compared to the minimum helped by your state. How am I likely to get anyhow after I am used??? thanks
